Quite simply, your story is 'inspired' by actual events. There is nothing wrong with weaving disparate but interesting events into a cohesive story - many stories develop this way.

In your cover letter to the agent/publisher, state that it is fiction inspired by a number of actual events. At the end of the manuscript, you can cite the events that inspired you in case they want to look them up.
