A "writer" is a word, and words are subjective, meant to be twisted and contorted and used to convey a deeper meaning then what basic animals can do with their limited range of sounds. So, a "writer" is whatever massage you wish to convey to whoever is on the listening end by using that word.
Some will use it for, as you described, a writer who gets paid, but in that case, they will add "who gets paid" in order to twist the word "writer" to that image. However, a person who just says "writer" on its own leave it open to every interpretation there is, a blog writer, a journey writer, a poet, a novelist, a writer is grocery lists when they have a randomly surge of "I'm gonna be more organized" only to lose that surge the next day.
So, I guess what I'm saying is, "writer" doesn't mean much unless you craft it to mean something, so, craft it how you will and hope you've gotten your message across how you wanted it.
